In order to solve the remaining problems in the urban railway project in Ho Chi Minh City, on July 16 morning, the Government delegation headed by Deputy Prime Minister Hoang Trung Hai visited the urban railway No. 1 (Ben Thanh – Suoi Tien). The delegation also worked with the leaders of the City People’s Committee, directed the ministries – efforts to implement the necessary solutions related to the remaining projects.
Quality meets requirements
The delegation went directly to the construction site of the City Theater Station, Ba Son Station (District 1); gantry (district 9) and construction site in District 2.

Reported to the delegation from the Government, Bui Xuan Cuong, Head of the Urban Railway Management Board, said the entire metro line 1 is expected to be operational by 2020. Three of the five bidding packages 2 packages are ready to be organized. In particular, package 1a (the section from Ben Thanh station to City Theater) has completed the technical design, cost estimates and bidding documents, the technical design is being considered by the City People’s Committee. If this package is approved, the bidding will be carried out in the third quarter of 2015.
Bidding package 1b (the section from the City Theater to Ba Son station) has completed the diaphragm walls and piles, is under construction temporary and excavated underneath, expected completion by the end of 2015. Especially Ba Son station is exam public wall, diaphragm wall.
The 17.1-kilometer high-rise and depot package from Ba Son station to Binh Duong province accounts for 36% of the workload, casting and beams.

Particularly, construction items of packages 1b and 2 have been inspected, evaluated and concluded satisfactorily by the State Council for Acceptance of Construction Works, “Mr. Cuong said.
Up to now, the project has disbursed 9.4% reciprocal capital and 13.6% ODA loans. Project 2 (Ben Thanh – Tham Luong) handed over the land acquisition for districts along the route, is implementing procedures to select the general contractor design and construction. Urban railway No. 5 is carrying out the procedures for approval as prescribed. The remaining lines are being studied by the CMU for investment projects (except urban railway No. 3a and 3b).
Ask the Government for support
However, according to the ILMP, the projects still have some obstacles and obstacles that the Government needs to support in order to use them simultaneously.
Accordingly, the Ministry of Planning and Investment will provide about USD 500 million in loans from ABD Bank in the period of 2015-2020 for the projects of metro line No 2, Ben Thanh – Tham Luong. Call for investment in the form of PPP (investment in the form of public-private partnerships) for urban railway project No. 6, monorail lines 2 and 3, tram line 1.
Propose the Prime Minister to submit to the Standing Committee of the National Assembly about the adjustment of the subway line No. 2 for guidance. Allow the Ministry of Transport (MOT) to appoint general contractors for design, construction and relocation of technical infrastructure for this project. Direct the ministries and branches to assist the City in implementing legal procedures with the donor to supplement the project funds in accordance with donor contractor procedures and Vietnamese law. At the same time, approved for TP to build phase 1 urban railway No. 5 (section from the crossroads of Bay Hien to Sai Gon bridge). Immediately consider supporting TP to receive proposals for technical assistance from the Korean government for the Tan Son Nhat airport branch project, metro route 5 phase 2 …
Deputy PM Hoang Trung Hai said he would report to the National Assembly on the metro line 2, Ben Thanh – Tham Luong route in October to consult. At the same time, the Ministry of Planning and Investment was assigned to set up an appraisal council to evaluate the project of urban railway No. 5.
Regarding the appointment of a contractor, the Deputy Prime Minister said that the Ministry of Transport is entirely competent. In addition, the deputy prime minister assigned the Ministry of Construction and the Ministry of Science and Technology to revise to set up an appropriate set of standards for metro projects nationwide.
Prior to the question of the Vice Chairman of the HCM City People’s Committee Nguyen Huu Tin about the compensation price of land clearance in adjacent areas of different localities leading to difficulties in the ground clearance, the Deputy Prime Minister assigned the Ministry of Finance raw materials and environment combined with local research, provide appropriate compensation. The PM also requested the Ministry of Transport and the Ministry of Construction to monitor and evaluate the capacity of the implementing units.
